Kalaignar Magalir Urimai Thogai is a 'Women's Entitlement' scheme that was launched by the Tamil Nadu Chief Minister on the 15th of September, 2023. The day was chosen because it was the birth anniversary of Dravidian leader and icon C.N. Annadurai, who was the fourth and last Chief Minister of Madras state and the first Chief Minister of Tamil Nadu. 

The scheme aimed to support and empower women by providing them with financial assistance of ₹1000 per month, which equates to ₹12,000 per annum. 

Because 1000 rupees are provided, Kalaignar Magalir Urimai Thogai was also commonly known as the “1000 Rupees Scheme.”

The Tamil Nadu Government has allocated 13,720 crore for the scheme in the financial year 2024-25. (1) Plus, they have received 1.63 crore applications from which they have shortlisted 1.06 crore women based on the eligibility criteria.

Who Can Apply For Kalaignar Magalir Urimai Scheme? 

  • All women residents of Tamil Nadu above 21 years. (The ones born before September 15, 2002)

  • Unmarried women, widow heads of the household, househelps and transgenders 

  • Only one woman in the family, who is named as the “Head of household” on the family card, is eligible to receive the benefits of the scheme.  

  • If the head of the family is a male person, according to the family card, the wife of the head of the family will be eligible to receive the benefits of this scheme.  

Along with the woman, the family of the applicant must meet the following criteria: 

  • Earns less than ₹2.5 lakh on a yearly basis. 

  • Owns less than five acres of wetland or less than ten acres of dryland

  • Consume less than 3600 units of electricity per year

How To Apply For Kalaignar Magalir Urimai Thogai Scheme?

You can apply for the KMUT scheme both online and offline. The detailed procedure is explained below. 

Online

Step 1: Visit the official KMUT website. (2)

Step 2: Click on the ‘Login’ option on the homepage.

Step 3: Then click on the ‘Public Login’ option and enter your Aadhaar Number.

Step 4: Further, click on the ‘Send OTP’ option, and you will get an OTP on your mobile number.

Step 5: Enter the captcha and click on the ‘to verify’ option. 

Step 6: Fill in the required details and upload the documents. Once done, submit it.

Step 7: Take a printout of the form for future reference. 

Offline

To apply for the Kalaignar Magalir Urimai Thogai Scheme offline, the applicant can visit the “Fair Price Shop”, where their family card is registered. Duly fill out the provided application form with accurate details. Once done, submit the completed application along with the required documents. After the verification process is completed, you’ll be informed if you qualify to receive the scheme benefits. 

Steps To Check The Status Of KMUT Scheme 

Follow the below steps to check the status of the KMUT scheme.

Step 1: Open the official KMUT website.

Step 2: Then click on the “To know the status of your application” button.

Step 3: Choose the ‘Public Login’ option.

Step 4: Enter your “Aadhar Number” and click on the “Send OTP” option.

Step 5: You will get an OTP on your mobile number. Enter the OTP.

Step 6: Enter the “Captcha Code” and click on the 'to verify' option.

Step 7: You will be able to see the status of your application on the new webpage.

Things To Consider in Case of Application Rejection

There are many reasons behind the rejection of the KMUT application, with foremost being people unaware of the ineligibility criteria. 

So, if any of the below situations apply to the applicant or the family of the applicant, they’ll not be eligible to receive the benefits of the KMUT scheme. 

  • Earning annual income above Rs 2.5 lakh and filling Income Tax Returns. 

  • Own a four-wheeler 

  • The ones already receiving benefits from the social security scheme and government pension.

  • Business owners with an annual turnover of more than Rs. 50 lakhs

  • Elected People's Representatives and Government employees. 

In case none of the conditions apply to you, but still if your application is rejected, there are two ways to counter the decision. 

So, you will get an SMS on your registered mobile number stating the reason for your application rejection. Make sure to keep a tab on the SMS. 

First Way: The applicants can file an appeal with the relevant information and documents within 30 days from the SMS receipt date to the e-Service Center’s Revenue Divisional Officer. 

Upon verification of the provided documents, if the applicant is found eligible, they will receive the scheme benefits.

To get detailed information about E-service centres details, such as district name, taluk name, firka (district) name, village name, centre code, and centre name, you can visit the “E-Service Centers page” on the official KMUT website. (3)

Second Way: You can also file a complaint from the official KMUT website if your application gets rejected. Here’s how! 

  • Step 1: Open the official website of Kalaignar Magalir Urimai Thogai Scheme and head to the ‘Complaints’ section. (4)
  • Step 2: Fill in the complainant's details, such as Name, Mobile Number, and District, and Describe the Disqualification.
  • Step 3: Then, if there is any document supporting the reason for your eligibility, then you can upload the document.
  • Step 4: After that, click on the ‘Get OTP’ button and you will receive an OTP on your registered mobile number.
  • Step 5: Enter the OTP and click on the ‘Verify and Submit OTP’ option. Your complaint will be submitted.

  1. I have received an SMS from the government, but the money has still not been credited to my bank account.

In that case, you need to check if your Aadhar card is linked to your bank account. If it is not linked, then you will not receive the money. You can visit the bank to know the details and update your passbook records.

  1. Why am I not receiving any confirmation SMS?

If you are not receiving any SMS on your phone, then you can check the status of your application by visiting the website. If your application is under consideration, then you will not receive any SMS.

  1.  When to appeal and where to appeal if my application gets rejected?

You can appeal to your nearby e-Service Center’s Revenue Divisional Officer. Make sure to do this within 30 days of receiving the SMS with the relevant supporting documents proving your eligibility.

  1. Will I get paid if my Aadhaar number is not connected to my bank account?

No! If you want to receive the amount, then your Aadhaar Number must be linked to the bank account; otherwise, you will not receive any benefit.

  1. How can I apply for the scheme if I have not applied yet?

If you have not yet applied for the scheme, then you can apply for it through e-Service Centers on the particular date notified by the government.

  1. My application has been rejected. Can I appeal? If yes, what is the timeline? 

If your application is rejected, then you can reapply for it through e-Service Centers within 30 days of receiving the rejection SMS. 

  1. Who is defined as the head of household under the Kalaignar Magalir Urimai Thogai Scheme?

  • The woman who is named as the “Head of household” on the family card. 

  • If the family card mentions a male to be the head member of the family, then their wife is eligible for the scheme.

  • If a family has more than one 21-year-old female in their household, then they can mutually decide which one to choose among them for the scheme.

  • Households who have unmarried women or transgenders as their family head are also eligible for the scheme. 

  1. While applying for the scheme, do I need to get income proof or land documents for eligibility and attach them to the application?

No. You do not require any of these documents to be attached to your application to prove your eligibility for the scheme.
